How to Measure CLO and PLO Attainment
Attainment measurement is credible when outcomes, evidence, thresholds, aggregation rules, and improvement actions are defined transparently.

Define outcomes and acceptable evidence
Clarify each course learning outcome (CLO) and program learning outcome (PLO), then document how courses contribute to the program map. Identify direct assessment tasks and the specific items or rubrics that provide evidence.
Evidence should match the performance expressed by the outcome rather than relying only on convenient available grades.
Set the attainment policy before analysis
Define mastery thresholds, required proportions of students, item or task weights, treatment of missing data, and aggregation across sections. Record who approved the policy and when it applies.
Changing rules after seeing results can undermine comparability and trust.
Interpret and close the loop
Review attainment alongside item quality, cohort characteristics, curriculum coverage, and teaching context. Avoid treating one percentage as a complete explanation.
Document the action, responsible unit, timeline, and later evidence used to determine whether the change improved learning.
